Special Council Meeting – October 22, 2018

Prior to the Committee of the Whole meeting, a Public Hearing was held to consider objections to the proposed signage provisions, the Municipal Plan By-Law 300-33 and the Zoning By-law 300-7. No objections were heard.

Presentations and Delegations

  • Marc LaPointe, Project Manager and Consultant for Southeast Racquet Sports, updated Council on their proposal to build a 21-court racket sport facility in Greater Moncton.

Tenders and Requests for Proposals (RFP)

  • None presented.

Recommendations 

  • Committee of the Whole recommends to accept updated snow and ice control plans for Winter 2018-19 presented by the Department of Engineering and Public Works The updated plans reflect the current service levels, with improved clarity on levels of service that were not previously defined. As a pilot project the Department will monitor the Town’s delivery of snow and ice control services to determine if the plan and service level outcomes are consistently delivered and report back to Council in the fall of 2019 before adopting the changes permanently.
  • Committee of the Whole recommends to accept the staff recommendation to refrain from proceeding at this time with changing its procedural by-law to allow for remote electronic participation in Regular Council Meetings or Committee of the Whole Meetings. Participation by teleconference can be used by Council members to convene during an emergency meeting of Council.
  • Committee of the Whole recommends that Council deny all future requests for the Community Investment applications in 2018 as funding for this budget year will be depleted after the Nov. 13 Regular Council Meeting.
  • Committee of the Whole recommends to approve the Department of Human Resources’ updated Substance Abuse Policy to include new policy regarding legal cannabis. 
  • Committee of the Whole recommends to accept the staff recommendation to refer the Committee of the Whole Procedures Policy to the Regular Meeting of Council for adoption.
  • Committee of the Whole recommends to approve the updated Procurement Policy and Standard.
  • Committee of the Whole recommends to implement the proposed amendments to the Animal Control By-Law 600-5-4. This by-law will go for second and final reading at the Nov. 13 Regular Council Meeting.
