Regular Council Meeting – September 12, 2022 

  • Riverview Town Council acknowledged the passing of Queen Elizabeth II. Residents are reminded that the book of condolences for Queen Elizabeth II is at Town Hall for signing.

BY-LAWS   

First reading of by-laws to be enacted at the next Regular Council Meeting.    
 

  • By-Law 700-21, a By-Law to Establish a Curfew in the Town of Riverview 
  • By-Law 400-15-05, a By-Law Relating to the Collection and Disposal of Waste in the Town of Riverview  

 

NEW BUSINESS   

  • Grant Report - September 2022 - Council approved a grant of $250 for the Business & Professional Women of Greater Moncton. 
  • Proposed Federal Electoral Boundaries - Council had a discussion on the proposed federal electoral boundary changes as Mayor LeBlanc will be presenting on behalf of the Town at next week’s public hearing on the matter. 
  • Committee Appointment - To the Town’s Equity, Diversity and Inclusion Committee, Mayor LeBlanc appointed Irasema Constellanos, Sarah Coughlan, Kevin Beck, Jeanette Radzick and Vanessa Murraine. 
    To the Jim Dewolfe Community Spirit Award Committee, Mayor LeBlanc appointed Chelsea Hughes. 
  • Tender 22-08 Snow and Ice Control - Council approved a tender for snow and ice control in the amount of $110,250.00 plus HST to Birch Hill Construction Ltd for one year.  
  • Codiac Transpo Ridership briefing - CAO Colin Smith provided an overview of the Codiac Transpo services and detailed the increase in ridership. 
  • Appointment of Town Treasurer/Director of Finance - Council officially appointed Shannon Parlee as the new Treasurer/Director of Finance for the Town of Riverview, as of September 20, 2022. Well wishes and gratitude were expressed to our outgoing Director, Robert Higson, for the great work has done to streamline the budget process, work on our asset management program, and create a more financially sustainable municipality. Thank you, Director Higson, and congratulations on your retirement. 
  • Resolution to Borrow - Council moved that the Clerk and/or Treasurer and/or Mayor be authorized to issue and sell to the New Brunswick Municipal Finance Corporation a Municipality of Riverview debenture in the principal amount of $2,987,000 on such terms and conditions as are recommended by the New Brunswick Municipal Finance Corporation, and be it resolved that the Municipality of Riverview agree to issue post-dated cheques payable to the New Brunswick Municipal Finance Corporation as and when they are requested in payment of principal and interest charges on the above debenture. 

 

COUNCIL STATEMENTS/INQUIRIES 

  • Mayor Andrew J. LeBlanc made a proclamation tonight officially declaring September 19-25 as municipalities week, a province wide initiative 
  • The Mayor’s Tree Lighting will be on November 24 this year 

 

NEXT MEETING  

The next Committee of the Whole Meeting will be September 26, 2022.   
 
Council will next meet for the Regular Council meeting on Tuesday, October 11 at 7 p.m. The meeting will be live-streamed on our website.
