BUSINESS ARISING FROM THE MINUTES

Call for action - In response to the current need for support in the Greater Moncton area surrounding downtown crime and social issues, the Town of Riverview is committed to collaborating with the tri-communities, partners, and other government organizations in addressing short and long-term solutions to these challenges. An action plan was proposed to Council which addresses what that support could look like from the Town, including advocacy to the provincial government, a housing needs assessment, promoting awareness of local social services, and more.

RECOMMENDATIONS FROM COMMITTEE OF THE WHOLE

  • Smith Hill Subdivision - It was moved that Riverview Town Council assent to the extension of Cudmore Street and Carrington Drive as well as the land for public purposes shown on the Smith Hill Estates Unit 2 subdivision plan dated September 23, 2022; and that Riverview Town Council accept $30,000 as cash-in-lieu of the remaining 2,798 square metres of land for public purpose required for the Smith Hill Estates subdivision area.
  • Approval of Community Investment Grants - The final grants of 2022 were awarded to two community organizations. A grant was awarded to the Greater Moncton Santa Claus Parade in the amount of $1000. A grant was also awarded to R.C.S.C.C. 292 Coverdale in the amount of $2,491.

BY-LAWS   

Second reading, by section only, and third reading, by title only. Both readings were passed and the by-law is now in effect.

NOTICE OF MOTION

  • Councillor Johnson proposed changes to procedural by-law in regards to the appointment of Section 6 “Deputy Mayor” of By-Law 100-10-05, “A By-Law Relating to the Proceedings of Council of the Town of Riverview”

NEW BUSINESS   

a. Award of Request for Proposal #22-31B: An RFP was awarded to ABC Recreation Ltd. in the amount of $745,491 for design-build playground development and enhancements. This will include the design, supply and installation of playground equipment, protective surfacing, site amenities and general site restoration at seven (7) municipal parks to enhance the current play value and accessibility in 2023. The identified sites include parks at: McAllister, Patricia, Goldsboro, Wentworth, Coverdale, Edison and Manchester.

b. Award of Tender 23-39A tender was awarded to Atlantic Coastal Equipment in the amount of $157,895 plus HST to purchase one new four-cylinder diesel wheel loader with accessories.

c. Award of Tender 23-41A:  A tender was awarded to Nova International Inc. for $43,720 plus HST to purchase one new diesel utility vehicle with trade-in.

d. Award of Tender 23-41B: A tender was awarded to Nova International Inc. for $70,714 plus HST to purchase two new diesel ride-on mowers with trade-in.

e. Award of Tender 23-41C: A tender was awarded to Nova International Inc. for $54,470 plus HST to purchase two new commercial zero turn mowers.

f. Cancellation of Upcoming Committee of the Whole Meeting - Council passed a motion to cancel the December 2022 Committee of the Whole Meeting.

g. Committee Appointment - Mayor Andrew J. LeBlanc appointed Will Johnston to the Jim Dewolfe Community Spirit Award Committee.

h. Resolution - Transfer of Capital Reserves - 

1. BE IT RESOLVED that the Town Council of the Town of Riverview authorize the transfer of $1,000,000 from the General Capital Reserve Fund to the General Capital Fund.

2. BE IT RESOLVED that the Town Council of the Town of Riverview authorize the transfer of $154,000 from the Utility Operating Fund to the Utility Capital Reserve Fund.
