Before the meeting, Mayor Seamans and Deputy Fire Chief Robin True presented Deputy Fire Chief Mitch Short with a service bar. The service bar is awarded to recipients of the Fire Services Exemplary Service Medal for each additional 10-year period of service in the Canadian fire service.

Monthly Grant Report

  • $3,750 to Big Brothers Big Sisters of Greater Moncton through a Community Investment Grant for the year 2019.
  • $3,750 to the Hospice "Celebration" Campaign. Council also referred the long term financial request for the Hospice “Celebration” Campaign for consideration during the 2020 budget deliberations.

Tenders and Requests for Proposals (RFP)

  • RFP TOR 2019-07 awarded to Ivan's Camera 2017 Ltd. in the amount of $47,408.81 (HST included).

Other Business

Council made a motion to endorse the proposed budget parameters (as outlined in the Council Report Form dated September 23, 2019) for the preliminary 2020 capital and operating budgets for the General and Utility Funds, including the proposed assumptions and parameters for revenue and expenses.

Council approved the purchase price of $30,000 (plus HST) for the Mill Creek Parking Lot (PID 05108808) location on Robertson Street from 050434 NB Ltd. and give staff direction to finalize the details to close this land transaction.

Before the reappointment of Planning Advisory Committee members, Mayor Seamans noted that the Town will be moving its contract for Urban Planning services from the City of Moncton to the Regional Service Commission in 2020. Council then observed a moment of silence in honour of Gary Steeves who recently passed away. Mr. Steeves served on the PAC from 2014 until 2018.

Council gave direction to staff to initiate a review of the Town's Animal Control By-Law and operations with the objective of providing Council with recommendations or options to modify the Town's current Animal Control by-law and its operational procedures.

Council will next meet for the Committee of the Whole on Thursday, October 24 at 6 p.m. as part of 2020 budget deliberations.
