The Town of Riverview is currently recruiting for a Chief of Riverview Fire and Rescue. This position will report to the Chief Administrative Officer. 

This position is responsible for the management and organization of the fire and rescue service of the Town of Riverview.  The Fire Chief will effectively and cooperatively lead the progressive fire and rescue management team, career fire fighters/paramedics, volunteer fire fighters and administrative staff.  The Fire Chief is also responsible for the development of programs protecting lives and property in the areas of fire prevention, fire suppression, hazardous materials, emergency medical services and is responsible for the Town’s emergency management and planning services.

The position also carries any duties and responsibilities mandated and assigned to the municipality by fire related provincial and federal legislation such as the Fire Prevention Act.  The Fire Chief is a key member of the Town’s senior management team. 

Main Responsibilities:

  • Supervises the enforcement of the Fire Prevention Act and Town’s Fire Protection by-law for the municipality.
  • Supervises the enforcement of the National Fire Code of Canada for the municipality.
  • Prepares and recommends short term and long-term planning for the fire department.
  • Administers and recommends risk management activities within the fire department.
  • Consults with, and advises council in matters relative to fire services.
  • Responsible for the review, development and administration of departmental standard operating policies, procedures and guidelines.
  • Counsels, instructs and gives directives to subordinates on personnel matters and work performance.
  • Interprets and administers the current collective agreement.
  • Works closely with the Director of Human Resources regarding staff hiring, recruitment, promotions, succession planning and progressive discipline. 
  • Works closely with the Director of Human Resources to establish job performance standards.
  • Responsible for staff performance evaluations. 
  • Ensures supervisory personnel are trained and follow acceptable labor relation practices.
  • Attends conferences/seminars to monitor new trends and directions in the fire service industry.
  • Works closely with the Director of Finance to prepare and administer the fire department’s budget.
  • Authorizes and approves departmental expenses.
  • Acts as the Public Information Officer for the fire department.
  • Establishes and administers a replacement program for equipment and vehicles.
  • Serves as management committee member during contract negotiations.
  • Works closely with the Director of Human Resources to ensure accuracy and efficiency in preparing payroll, scheduling vacations, sick time and overtime, and scheduling the full-time and casual personnel.
  • Attends staff meetings, training sessions, and/or seminars as required.
  • Acts as liaison with the department’s medical director for staff certification and department policies for medical response.
  • Provides leadership to a composite fire and rescue department.
  • Acts as the incident commander at emergency scenes.
  • Ensures a high level of morale among fire fighters/paramedics and volunteers. 
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively in support of the Fire and Rescue staff, the Town of Riverview, and the community at large.
  • Manages fire prevention/education and related duties.
  • Builds and maintains positive working relationships with co-workers, other Town employees and the public using principles of good customer service. 
  • Subject to regular performance appraisal by the City’s Chief Administrative Officer.
  • Performs the duties of the Director of Emergency Planning as the Town’s EMO representative.
  • Performs other duties as assigned or required by the Chief Administrative Officer.

Position Requirements:

  • University degree or equivalent post-secondary diploma at a recognized educational institution in Fire Service Administration, Public Administration, Business Administration, Management and related technical subjects. 
  • Extensive supervisory experience at a progressively responsible level within fire and rescue services, preferably within a composite department. 
  • Minimum five (5) years’ service as a Fire Officer
  • Current certification of the NFPA 1001 Level 1 and 2. 
  • Certified First Responder.
  • Certified CPR Level C, (Defibrillation). 
  • Certified Fire Officer Level I - NFPA 1021.
  • Completed a Tactical and Operation course.
  • Certified as Level 1 Fire Investigator-NFTA1033.
  • Demonstrated leadership skills, team building, conflict resolution, business/technical writing skills, coaching and mentoring abilities. 
  • Experience working in unionized environments. 
  • Completion of Incident Command System courses, minimum ICS 200. 
  • Knowledge of volunteer fire fighter recruitment, training, development and recognition. 
  • Demonstrated time management, organizational, problem solving and decision making abilities.  
  • Demonstrated knowledge of Microsoft Office (Word, Excel & PowerPoint).
  • Ability to interpret and implement Town policies and procedures.
  • Ability to interpret and implement the NB Occupational Health & Safety Act and WorkSafe NB regulations.
  • Effective leadership skills.
  • Excellent written and spoken English communication skills and strong presentation skills.
  • Valid NB Driver’s license, Class 5. 
  • Criminal Record Check to meet Town standards.
