PUBLIC HEARING  
A public hearing was held as the Town of Riverview is considering redesignating the property at the corner of Pine Glen Road and Whitepine Road bearing PID 05005665 from CU – Community Use to C - Commercial, and to  rezone said property PRI – Parks, Recreation, Institutional to CM – Commercial Mix in order to permit three six-storey multi-unit dwellings. 

 

PUBLIC PRESENTATION 
A public presentation to inform residents of the proposed Municipal Plan By-law No. 300-33-6 proposes to redesignate the properties on Hillsborough Road bearing PIDs 05009949 and 00642736 from CU – Community Use to C - Commercial, which would enable a rezoning to permit a drive-thru restaurant, service station, and future commercial development.

Correspondence 

  • Written views of the Riverview Planning Advisory Committee (PAC) regarding the proposed by-laws 300-33-5 and 300-7-13 to recommend that Riverview Town Council adopt Bylaw 300-33-5 to redesignate the property bearing PID 05005665 from CU to C, and to adopt By-law 300-7-13 to rezone said property from PRI to CM for the purpose of three six-storey multi-unit dwellings subject to conditions.   
  • Letter of Recognition from Dr. Theresa Tam, Chief Public Health Officer, Public Health Agency of Canada regarding Age-Friendly Community designation.  

Recommendations from Committee of the Whole 

  • Council set the date for a public hearing for Tuesday, June 11, 2024 at 6:30 p.m. in Council Chambers to consider objections to the proposed by-law 300-7-15 in order to rezone the property on Cleveland Avenue bearing PID 05121330 from SC – Suburban Commercial to CM – Commercial Mix for the purpose of two six-storey multi-unit buildings; and that zoning by-law 300-7-15 be referred to the Planning Advisory Committee for its written views.  
  • Council accepted the recommendation to approve the audited financial statements for the year ending December 31, 2023, prepared by Baker Tilly GMA LLP presented on March 25, 2024.  
  • Council approved the following grants: 
    • MAGMA in the amount of $6000 
    • Atlantic National Automotive Extravaganza in the amount of $3500 
    • NB Refugee Clinic in the amount of $4000 

By-Laws 

  • The first reading by title only was passed for By-Law 300-7-12 (Hillsborough Rd).  
  • The first reading by title only was passed for By-Law 300-33-5 (Pine Glen @ Whitepine) to amend the Town of Riverview Municipal Plan By-Law. 
  • The first reading by title only was passed for By-Law 300-7-13 (Pine Glen @ Whitepine) to amend the Town of Riverview zoning By-Law. 
  • The second reading, by section only, and third reading, by title only, was passed for By-Law 300-25-32, a By-Law related to local improvements in the Town of Riverview (Manning Road).   
  • The second reading, by section only and third reading, by title only was passed for By-Law 300-25-33 a By-Law relating to local improvements in the Town of Riverview (Sherwood Avenue).  
  • The second reading, by section only, and third reading, by title only was passed for By-Law 300-25-34 a By-Law related to local improvements in the Town of Riverview (Suffolk Street).  
  • The second reading, by section only, and third reading, by title only, was passed for By-Law 300-25-35 a By-Law relating to local improvements in the Town of Riverview (West View Terrace).  

New Business 

  • Council reappointed the firm Baker Tilly GMA LLP as auditors for the Town of Riverview for the fiscal year ending December 31, 2024. 
  • Council awarded the request for proposal 24-01A for Janitorial Services to SBC Facility Services and that the Town enter negotiations to finalize the contract up to a maximum of 235,003.01 plus HST for a two-year term.  
  • Council awarded Tender 24-58 for street paving and curb and sidewalk work – Hillsborough Rd to Dexter Construction Company Limited in the among of $2,079,210 plus HST. 
  • Council awarded Tender 24-60 for Suffolk Street Reconstruction to Eastco Construction Inc. in the amount of $1,224,680 plus HST.  
  • Council awarded Tender 24-61 for Westview Terrace Reconstruction to Bowsers’ Construction Ltd. in the amount of $998,510 plus HST. 
  • Council awarded Tender 24-66 for Pedestrian Half Signal – Coverdale at Golf Club Road to Modern Construction (1983) Limited in the amount of $165,938.75 plus HST.  
  • Council awarded Tender 24-67 for the Replacement of Underground Duct & Wiring for Street Lights – Henderson Avenue to Roadway Systems Ltd. in the amount of $63,800 plus HST. 
  • Council awarded Tender 24-80 for Blythwood Avenue Water Main Renewal to Eastco Construction Inc. in the amount of $1,023,200 plus HST. 
  • Council approved the appointment of By-Law Enforcement Officer Samuel Acatincai.  

Council Statements & Inquiries 

  • Mayor LeBlanc extended congratulations to staff members Shanel Akerley and Alicia Clarkson on being named finalists for the Greater Moncton Chamber of Commerce’s Top 20 Under 40.  
  • Mayor LeBlanc extended congratulations to the Parks & Recreation team on a successful Maple Fest. 
  • Councillor Johnson extended condolences to the family of the recently passed Sue Stultz, a longtime Riverview resident who will be remembered for her generous spirit and kindness.
