Committee of the Whole Meeting – April 28, 2025  

ADOPTION OF THE AGENDA 

  • Item 5A, Correspondence, was removed from the agenda and item 9C, Appointments to Committees, was added.  

PETITIONS, PRESENTATIONS, & DELEGATIONS 

  • Presentation by Daniel DeLong – Friends of Mill Creek on park development.
  • Presentation by CRPA and RCMP leadership to report on Key Performance Indicators. As the CRPA Town Liaison Councillor John Coughlan provided the introduction and the presentation was given by Supt. Benoit Jolette, Officer in Charge, and Charles Savoie, Strategic Planning & Policy Support.  

EXTERNAL REPORTS 

DEPARTMENTAL REPORTS 

  • All Departments shared their monthly reports for April 2025.
  • As part of the Administration Department Report there was a briefing on medical students scholarships provided by the Town. Council recommended to provide a four-year commitment to the two medical student scholarship recipients of the New Brunswick Medical Education Foundation Inc., and that Council establish a separate budget line item for the scholarships separate from the current grant budget allocation. This would change the scholarship so that instead of having to reapply every year, the students will get a four-year scholarship commitment along with a return-to-service agreement in the Town of Riverview, for each year of support received, up to four years.
  • The Medical Education Foundation Inc. indicated that a student may decide not to adhere to the one-year return-to-service agreement clauses if they plan to establish their practice elsewhere. In that situation, the student is only required to repay the Foundation the scholarship funding they received.
  • As part of the Fire Department Report, Council recommended to approve the proposed policy for Disposal of Fire Department Vehicles/Apparatus.
  • As part of the Parks & Recreation Report there was an update on bar service at the Coverdale Recreation Centre. Bar services at the Community Hall will be extended until December 31, 2025, to allow for transition planning.    
  • As part of the Corporate Communications Report it was noted that April 28th marks the International Day of Mourning, which is dedicated to remembering those who have died, were injured, or became ill from their job, and a commitment to protecting workers and preventing further workplace tragedies.   

OTHER BUSINESS 

  • Council recommended to award the following grants:
    • Accepted the staff recommendation to award Dante Cormier a sponsorship in the amount of $100 and to deny the requests from the St. Paul’s United Church as well as Institute of Higher Learning as the requests do not fall within criteria in the Community Investment Policy.
    • Al Salam Community Centre event in Caseley Park on June 7, 2025, in the amount of $500
    • Indo-Canada Association event at the Moncton Coliseum on November 2, 2025, in the amount of $1,000
    • River of Pride event in the amount of $1,000
    • The Greater Moncton Asian Heritage Society event being held at the Riverview Arts Centre in the amount of $1,000
  • Deputy Mayor Gouzoules withdrew his Notice of Motion related to the procedural By-Law 100-10-05 in regard to amendments on the voting rights of the Chair when the chair is vacated.
  • Mayor LeBlanc appointed Chris Holland and Dan McLaughlin to the Greater Moncton Airport Authority Board for a 3-year term, beginning May 6, 2025, on the recommendation of the Board. 

COUNCIL STATEMENTS/INQUIRIES 

  • Mayor LeBlanc issued congratulations to Councillor Johnson on his receipt of the King Charles III Coronation medal for his work with Scouts Canada.
  • Councillor Blackstock issued an invitation to join the Friends of Mill Creek this Sunday, May 4, 2025, at 10 a.m. in Mill Creek for a cleanup session with an opportunity for questions and discussion of the work that they do. They will be meeting at the Operations Centre parking lot on Robertson Drive.
  • Councillor Johnson reiterated that a full revision of Procedural By-Law 100-10-05 should be undertaken to strengthen the language. Town Clerk, Karyann Ostroski, acknowledged that the work is underway, and the revisions will be brought forward to Council for review and feedback once complete.  

 

Special Council Meeting 

Immediately following the Committee of the Whole meeting there was a Special Council Meeting.  

AWARD OF TENDER 

  • Riverview Town Council awarded Tender 25-68 for Gunningsville LED Lighting Conversion to Roadway Systems Ltd. in the amount of $415,038.00 plus HST.
