Council Highlights – February 24, 2026

Committee of the Whole Meeting 

PETITIONS, PRESENTATIONS, & DELEGATIONS 

  • Presentation by Greg O’Brien from WSP on the Findlay Park Transportation Review. The results from the completed review were shared, which analyze the cumulative impacts of a combination of proposed new residential and commercial developments within the Findlay Park area of Riverview. This included data on traffic during peak times and enhancements for traffic flow to consider for future planning.   
  • Presentation by Jim Merzetti and Marie-Claire Pierce on the Sleep in Heavenly Peace Moncton Chapter. This organization makes beds for children (ages 3 – 17) who don't have any, and this year alone they’ve provided 86 beds to children in need. 
    • Councillor John Coughlan declared a conflict on this item and was not in the room for the presentation.  

EXTERNAL REPORTS 

  • The Development & Activity Report for the month of January 2026 was shared.
  • The Codiac RCMP Snapshot for the month of January 2026 was presented. Inspector White shared information on ongoing work in the community, including a new mental health outreach partnership.  

DEPARTMENTAL REPORTS 

  • All departments shared their reports for January 2026. 
  • As part of the Engineering & Public Works report, it was shared that new bench amenities and bus shelters are being proposed for this year. Residents can expect to see approximately 20 new benches installed along the most frequently used bus stops and two new bus shelters. 
  • As part of the Legislative Services report, it was shared that reports of off-road vehicles and/or ATVs should be directed to the RCMP (506-857-2400) or Off Road Vehicle Enforcement (ORVE: DPS-MSP.Information@gnb.ca). Residents are encouraged to report any neighbourhood infractions using the Report a Concern form so that the by-law office can identify problem areas and pursue mitigating strategies.  

OTHER BUSINESS 

  • The February Grant Report included motions to recommend to award the following grants: 
    • Atlantic Nationals Automotive Extravaganza Ltd. Breakfast in the amount of $4,500. 
    • River of Pride Festival in the amount of $1,500.
    • Sleep In Heavenly Peace in the amount of $1,500. Councillor John Coughlan declared a conflict on this item and was not in the room/did not participate in the vote. 
  • The Committee of the Whole recommended to Council to ascent to the location of the streets as proposed on the Tentative Amending West Riverview Subdivision Plan prepared by JRD Engineering. The proposed streets conform to the framework provided in the Subdivision by-Law and Community Planning Act for suitable street locations, subject to the following conditions: a) all streets and services are to be constructed to the Town of Riverview specification; and b) the developer shall enter into a Subdivision Agreement with the Town of Riverview for the construction of the streets and services.
  • The Committee of the Whole recommended to approve the location of the Lands for Public Purposes as proposed on the Tentative Amending West Riverview Subdivision Plan prepared by JRD Engineering. The proposed lands provide a pedestrian connection to the future West Riverview Boulevard; and further that Town Council accept $29,230.68 as cash-in-lieu of the remaining lands for public purpose (6.456m2).
  • Mayor LeBlanc appointed Kelsey Hatfield to a three-year term on the Planning Advisory Committee.  

COUNCIL STATEMENTS & INQUIRIES 

  • February 22 marked Human Trafficking Awareness Day, and blue ribbons were provided from the Community of Hope to help spread awareness to recognize the signs of human trafficking in New Brunswick.  

NEXT MEETING 

Council meets next on Monday, March 9, 2026 at 6 p.m. for a Public Hearing regarding the proposed 2026 Local Improvement Projects, immediately followed by a Regular Council Meeting. Residents are asked to submit feedback or objections by sending an email to clerk@townofriverview.ca by Friday, February 27, 2026.
