Job Summary:
The Town of Riverview is currently accepting applications for the position of Water & Sewer Manager.
The Incumbent will oversee the management operations of the water distribution system and sewer collection system, supervise water employees, and manage utility-oriented capital projects.
Responsibilities include enforcing water and sewer by-laws, developing infrastructure renewal and asset management plans, collecting and managing related data, and performing system assessments and capacity analyses. The incumbent ensures effective and efficient operations, implements best practices and procedures, and assists in addressing customer complaints.
The position reports to the Director, Engineering & Public Works.
Requirements:
Education:
Minimum of five (5) years’ relevant work experience as a professional civil engineer, preferably in a municipal water industry, OR
Certificate from the NB Society of Certified Engineering Technicians and Technologists (NBSCETT), or equivalent in the field related to municipal engineering with a minimum of ten (10) years’ relevant work experience preferably in a municipal water industry.
Members of the APEGNB or NBSCETT in good standing.
Be required to acquire the NB Water Distribution III certification and NB wastewater collection I certification or equivalent as required by the Certificates of Approval to Operate. Must currently possess at least Water Distribution II certification to apply.
Knowledge:
Excellent written and spoken English communication skills, and the ability to communicate in both official languages is considered an asset.
Excellent organizational skills and proven ability to split work between field and office, as required.
Knowledge of the tender process, project management and contract administration, and excellent negotiation skills.
Knowledge and understanding of water distribution systems including AWWA disinfection process, pumps & water storage tanks.
Demonstrated knowledge of GIS, AutoCAD, AquaGEO, or other water and sewer hydraulic software.
Demonstrated knowledge of SCADA system, Microsoft Office (Word & Excel), and overall strong computer software skills.
Must possess a valid New Brunswick Class 5 driver’s license with Driver’s Abstract meeting Town’s expectations.
Criminal Record Check, meeting Town’s expectations.
Ability to understand and follow safe work policies as outlined by the Town of Riverview and the province of New Brunswick.
Ability to interpret and implement Town policies and procedures.
Ability to interpret and implement the NB Occupational Health & Safety Act and WorkSafe NB regulations.
Flexibility to work non-traditional hours and/or extended hours, when required.

Oversee the management of the water operations in accordance with the conditions of approval to operate a drinking water distribution facility.
Oversee the management of the sewer operations in accordance with the conditions of approval for the operation of the wastewater works – collection system.
Responsible for the delivery of various utility-oriented capital projects including tender preparation.
Responsible for the water and sewer asset management plan. Collect and manage all water & sewer related data as required. Modelling of the water system and capacity analysis of the sewer collection system.
Develops and implements practices and procedures to ensure the effective and efficient operation of the Town’s water & sewer systems.
Demonstrates continuous effort to support the water & sewer services.
Collaborate and attend meetings with third party stakeholders such as City of Moncton, Violia, and TransAqua.
Build and maintain positive working relationships with co-workers, other Town employees and the public using principles of good customer service.
Perform other duties as assigned or required by the Director
Working Conditions:
The Incumbent may be required to work non-traditional hours (evenings and weekends and some holidays) as projects require.
Work environment may include but is not limited to the Operations Centre office and other Town owned facilities, and other outdoor municipal sites (exposure to the elements).
The incumbent may find the environment to be busy, noisy and will need excellent organizational and stress management skills to complete the required tasks.
Some travel may be required.
