Committee of the Whole  

PETITIONS, PRESENTATIONS & DELEGATIONS

  • Presentation from Frances LeBlanc, President & CEO with the Friends of the Moncton Hospital Foundation. Frances provided an update on Wellspring NB and Bannon House, a non-medical support community resource centre for cancer patients and their families.  

EXTERNAL REPORTS

  • The Building Permit Report and Development Activity Report for the month of March 2026 were shared.
  • The Codiac RCMP snapshot for the month of March 2026 was shared. As part of this report Inspector White shared that the Car 67 Program is going well, with an estimated 90% reduction in hospital visits with the unit working Monday – Friday, 9 a.m. – 9 p.m. It is expected that an addition to this unit will be part of the 2027 budget proposal. Car 67 is a mobile crisis response service that pairs a social worker with an RCMP officer to conduct daytime patrols in Moncton, Riverview, and Dieppe.
  • Highlights from the Regional Service Commission board meeting of March 2026 was shared.  

DEPARTMENTAL REPORTS

  • All departments shared their monthly reports for March 2026.
  • As part of the CAO and Economic Development reports, it was shared that the next round of Secondary Plan public engagement is underway. There is a Town Hall session this Wednesday, April 29 from 6 – 8 p.m. To learn more, visit speakupland.ca/riverview-secondary-plan.
  • There is also a Healthcare Advisory Survey that all residents are encouraged to participate in, which will help the Health Care Advisory Committee advocate for more accessible health care in our community.
  • Parks, Recreation, and Community Relations Director Shea shared information that was gathered exploring off-leash opportunities for dogs. Through the recently approved Recreation Services Framework, opportunities to expand the current dog park can be explored, which may include more trail pathways or potentially adjusting the by-law to allow dogs off-leash on sport fields (after-hours or in the off-season) as a pilot project.
  • The Centurian (tank) in Caseley Park is scheduled to undergo repairs, including sand-blasting and a possible fence with up-lighting. The tank, weighing over 41 tons, was originally placed by the Riverview Veteran’s Association in 1991.
  • An update on construction of the Riverview Recreation Complex was shared. The project timeline has been shifted approximately six months, from October 2026 to April 2027, with opening to the public estimated for July 2027. This is due to additional work required within the pool structure along with associated impacts to sequencing and construction coordination. Currently, the project continues to track within the approved capital budget, with no confirmed budget overrun. 

OTHER BUSINESS

  • The April Grant Report including motions to recommend to approve the following grants:
    • Friends of the Moncton Hospital Foundation – Wellspring NB & Bannon House in the amount of $5000,
    • Make-A-Wish Canada, NB, in the amount of $1000,
    • Multicultural Association of Greater Moncton MOSAIQ 2026 in the amount of $2000,
    • Jamaican Canadian Association of NB – Atlantic JerkFlava in the amount of $500,
    • Al Salam Community Centre Family Fun Day in the amount of $500. 

Special Council Meeting

Immediately following the Committee of the Whole meeting, Council met for a Special Council Meeting. 

  • Council unanimously consented to have the recently passed Local Improvement By-Laws 300-25-39 and 300-25-40 adjusted to reflect the correct amounts and schedules for the work that is to be undertaken.
  • Council passed a motion to award Tender 26-573 to Birch Hill Construction Ltd. in the amount of $1,681,969.50 plus HST.
  • Council passed a motion to amend motion to Contract 26-511 to correctly reflect the tender price. It was previously read with HST instead of without.
  • Council passed a motion to amend the Alternative Procurement 26-733 to correctly reflect the company name.
  • Council passed a motion that a transactional agreement be completed with Greater Moncton Developments. This agreement will resolve an outstanding lien on Trites Road through a non-cash transaction which gives the Town two properties and a portion of land for continued future development of West Riverview Blvd. This is work that is not currently being undertaken but procures the land necessary for this long-term development.  

NEXT MEETING  

Council meets next on Monday, May 4, 2026 at 6 p.m. for a Special Council Meeting. 

The meeting will be live-streamed on our website, and the agenda for the meeting will be available prior to the meeting on the Town of Riverview Council Meetings webpage. This will be the last meeting of the current Council, with Election Day taking place on May 11, and the Oath of Office Ceremony to take place June 1, 2026 at 6:30 p.m.
