Prior to the Regular Council Meeting, the new Town Crier, Summer Gallant, was introduced. She assisted Mayor LeBlanc in presenting the Girl Guides Awards:
- Lady Baden-Powell Award (Guides): Rose Lutes, Olivia Hansen, Kate Blades, Kimmie Blades, & Yaretzi Robles-Smith
- Canada Cord (Pathfinders): Isabella McDonald, Holly O'Reilly, Claire Leger
- Ranger Community Service Award: Alina Corrigan
Codiac Regional Policing Authority Chair Jean Goguen then presented Councillor Coughlan with a plaque recognizing his 10 years of service on the Board of Directors.

ADOPTION OF THE MINUTES

PETITIONS, PRESENTATIONS, DELEGATIONS
- Presentation by Andrew Boudreau of Baker Tilly GMA LLP on the 2025 Audited Statements. The Town had a surplus of $222,996 in the General Operating Fund and $115,181 in the Utility Operating Fund.
- Council passed a motion to accept the audited statements and to appoint Baker Tilly as the auditor for the 2026 fiscal year.
- Presentation by Parks & Recreation Director David Shea on the Recreation Services Framework. This is a strategy that guides decision making in Parks and Recreation for the next 10-15 years. When proposals are brought forward to Parks & Recreation this decision-making framework can be used to guide strategic decision making. Director Shea answered questions from Council, and confirmed that any future decisions on programs or facilities mentioned in this framework would require council assent before taking place. Council passed a motion to accept this framework.
RECOMMENDATIONS FROM COMMITTEE OF THE WHOLE
- Council approved the 2026 RHS Grad Parade.
- Council approved the following grants:
- Indian Cultural Association of NB in the amount of $500.
- Cooperative La Bikery Co-Operative Ltd in the amount of $2,500.
- Council approved the on-demand transit pilot project.
BY-LAWS
- Council passed second reading, by section only, and third reading, by title only, to By-Law 300-25-39, A By-Law relating to local improvements in the Town of Riverview (Vernon Ave.)
- Council passed second reading as amended, by section only, and third reading as amended, by title only, to By-Law 300-25-40, A By-Law relating to local improvements in the Town of Riverview (Hiltz Ave.) The scope of the project has changed and now rather than approximately 420m of roadway undergoing full reconstruction, approximately 210m of roadway will undergo the reconstruction.
NEW BUSINESS
- Council passed a motion to cancel the Regular Meeting of May 11, 2026, and the Committee of the Whole Meeting of May 25, 2026, as Council business is not to be conducted from Election Day until the swearing in of the new council, which is scheduled to take place on June 1, 2026.
- Council passed a motion to appoint By-Law Officer Rayna Robichaud as a summer student.
- Council passed a motion to award Tender 26-511 for curb and sidewalk work on Hillsborough Road to Dexter Construction Company Limited in the amount of $1,528,029.54.
- Council passed a motion to award Tender 26-670 for replacement of underground duct and wiring for streetlights on Fairway Boulevard to Roadway Systems Ltd. in the amount of $63,582,50 +HST.
- Council passed a motion to award Tender 26-901 for Biggs Drive & Karolie Road water main renewals to Birch Hill Construction Ltd. in the amount of $1,032,906.50.
- Council passed a motion to award Tender 26-911 for Cleveland Avenue sewer main renewals to Eastco Construction Inc. in the amount of $1,021,665.00 +HST.
- Council passed a motion to award alternative procurement 26-733 for a tandem plow truck in the amount of $208,000.00 plus HST, b) Plow Gear to Tenco in the amount of $139,500.00 plus HST, and c) Spreader and Hydraulic install to Applied Pressure Inc in the amount of $147,000.00 plus HST.
- Council passed a motion to proceed with repairs of the Caseley Park Bandstand in 2026. The bandstand had a carpenter ant infestation that can now be remediated through this repair work rather than fully demolishing.
- Council was notified that a formal code-of-conduct complaint process is underway.

Council meets next on Monday, April 27, 2026 at 7 p.m. for a Committee of the Whole Meeting.
