ADOPTION OF THE MINUTES
Oath of Office Ceremony - June 1, 2026
NEW BUSINESS
- Council passed a motion that the Town authorize the transfer of $29, 230.68 from the 2026 General Operating Fund to the Parkland Reserve Fund. This transfer satisfies the subdivision requirement related to the cash amount paid by Greater Moncton Developments Ltd. in lieu of the remaining lands for public purpose (6,458m2) for the Tentative Amending West Riverview Subdivision Plan (dated January 30, 2026).
- Council passed a motion to authorize a temporary leave of absence for Councillor Glenn Miller from June 9, 2026, to September 7, 2026. The Local Governance Act stipulates that if a Councillor is away from the municipality for more than two months, it must be authorized by Council. Councillor Miller may still be reached, with limited access, via phone and email during this time.
- Council passed a motion to authorize the Mayor and Town Clerk to execute a lease agreement with Rogers Communications Inc., for the use of municipal property for the purpose of telecommunications equipment installation. The Runneymeade Water Tower currently hosts telecommunications equipment for both Rogers and Bell Mobility; the Town is moving away from this model for operational reasons. With Roger’s lease coming to a close, this allows them to build a tower on Town property. The existing lease with Bell Communications is set to expire in 2039, and will also not be extended.
- Council received the Code of Conduct complaint Investigation Report dated May 25, 2026. Councillor Cassista and Deputy Mayor Blackstock declared conflicts on this item and were not in the room or part of the vote on this item. Council determined based on the report that Councillor Cassista did breach the Code of Conduct By-Law, and directed staff to provide social media training to Councillor Cassista and that it also be made available to the current Council, and that a public written apology be provided to the complainants.
Mayor LeBlanc shared that using empathy and respect when conducting business as elected officials is an important priority throughout the democratic process. Council’s focus is on the Riverview community and that it is the responsibility of Council as a team to move forward to serve residents as best as possible.
COUNCIL STATEMENTS & INQUIRIES
- Councillor Bourque congratulated RHS graduate Lauren Davidson on being the recipient of the Ward 2 Bursary in the amount of $300. Her enthusiasm, leadership, and athletic and academic excellence is what made her application stand out for this award.
- Mayor LeBlanc extended congratulations to all the graduates celebrating their achievements in the coming days and to the school staff for supporting students throughout the year.
- A reminder that SUNFEST is taking place June 26 to July 1: townofriverview.ca/sunfest.
