Council Highlights – June 9, 2025

Public Hearing 

Prior to the Regular Council Meeting a Public Hearing was held to consider an application requesting a change to the Dobson Landing Conditional Zoning Agreement. The purpose of these changes are to allow the development of six new lots for townhouse development and to change the location of a stormwater detention pond. No written objections were received.  

PRESENTATION 

  • Sam Gerrand, Planner with Plan360, presented the details of the proposal. This included a summary of the Zoning By-Law, background context, resident inquiries, and the timeline.
  • As this is an amendment to an existing Conditional Zoning Agreement between the Town and the developer, it is a shorter process with only a requirement to adopt a resolution outlining the rationale for the change and referencing the previously approved amendment to the Zoning by-law. The process does not require a change to the zoning because that land designation is not changing; just the conditional zoning agreement is being considered for amendment.
  • On behalf of the developer, context was expressed surrounding the Town-maintained median, and the reason for the request to remove it. Staff upheld its recommendation to retain the requirement for the median. 

Regular Council Meeting 

Immediately following the Public Hearing the Regular Council Meeting was called to order. 

ADOPTION OF THE MINUTES 

  • Regular Council Meeting – May 12, 2025
  • Committee of the Whole Meeting – May 26, 2025 

CORRESPONDENCE 

  • Sam Gerrand, Planner with Plan360 submitted the Planning Advisory Committee (PAC) decision for assent to the creation of Land for Public Purposes as shown on the Dobson Landing Subdivision Plan by JRD Engineering Job #24-297S.   

RECOMMENDATIONS FROM COMMITTEE OF THE WHOLE 

  • Council approved the 2025 Grad Class parade through a portion of Town to take place on Tuesday, June 17, 2025, between 6:30-8 p.m.
  • Council approved the 2024 Annual Report
  • Council approved the Summer Hours for Council, where Regular Council Meetings will occur at 4 p.m. in July and August, with no Committee of the Whole Meetings for the months of July and August.  

BY-LAWS 

  • Council passed a resolution to approve the change to the Conditional Zoning Agreement (Dobson Landing).  

NEW BUSINESS 

  • Council passed a motion to nominate Councillor Jeremy Thorne as the Deputy Mayor for a one-year term, effective immediately. Appreciation was expressed to Councillor Stephen Gouzoules for serving in the role of Deputy Mayor for the past year.   
  • Council passed a motion to award project #25-30 for up to 9.2 km of trail construction to Happy Trails Construction.  

COUNCIL STATEMENTS & INQUIRIES 

  • Council discussed the next steps for considering a veteran’s crosswalk to be installed in town. Public Works & Engineering Director Michel Ouellete clarified that official crosswalks are regulated by the Department of Transportation and Infrastructure, as it is a traffic safety concern. Chief Administrative Officer Colin Smith clarified the process in order for staff to be given official direction by Council.
  • Director of Parks, Recreation & Community Relations clarified that the new Higgs Brook bridge has not officially been given a different name, but interpretive panels explaining who Mr. Higgs was, are prepared for the site.
