Committee of the Whole Meeting
CORRESPONDENCE
- Angela McCarthy, President – Epilepsy Awareness Association of the Maritimes. Purple ribbons were provided to Council to spread awareness of this condition.
- Serena Fleming – Request to hold 2026 Grad Parade. Council passed a motion to recommend the 2026 RHS Grad Parade route be approved to take place on Tuesday, June 16, 2026 between the hours of 7 - 8 p.m.
PETITIONS, PRESENTATIONS, & DELEGATIONS
- Presentation by Jennifer Dingman – Fundy Biosphere Region Update. This update included information about the work the Fundy Biosphere is doing, Riverview’s role in partnering with them, and future collaboration opportunities. This includes work in Mill Creek Nature Park, partnering on events such as Maple Fest, and the status the Mill Creek Lookout has as a designated “Amazing Place” within the UNESCO-designated Fundy Biosphere Region.
EXTERNAL REPORTS
- The Building Permit Report and Development Activity Report for the month of February 2026 were shared.
- The Codiac RCMP snapshot for the month of February 2026 was shared.
- Highlights from the Regional Service Commission board meetings of December 2025 and January 2026 were shared.
DEPARTMENTAL REPORTS
- All departments shared their monthly reports for February 2026.
- As part of the Fire Department Report the Fire Underwriters Survey Grade Update was shared. This report impacts homeowners’ fire insurance depending on factors like how far away you live from a fire station or a fire hydrant.
- A reminder was shared that this weekend is Riverview’s spring festival, Maple Fest.
OTHER BUSINESS
- The March Grant Report included a motion to recommend to approve the following grants:
- Indian Cultural Association of NB (I.CANB) Kite Festival in the amount of $500.
- Cooperative La Bikery Co-Operative Ltd./Ltee in the amount of $2500.
- Council passed a motion to recommend to approve the increase in budget for the On-Demand Transit Pilot Project. This four-month pilot project will start on September 1, 2026 for $41,300.
- Information on the Regional Service Commission Infrastructure Cost Sharing mandate was shared. This information about their proposal is in advance of an all-council information session scheduled for April to gather feedback before the Board reviews.
Special Council Meeting
Immediately following the Committee of the Whole Meeting, Council held a Special Council Meeting.
- Resolution – Approval of Application for Financing. Council passed a motion to approve a drawdown of $6 million for the Riverview Recreation Complex during the Province’s Spring 2026 financing window.
- Tender 26-350 for the Byron Dobson Memorial Arena Ice Plant Life Safety and Mechanical Upgrades was awarded to GeniBuild Construction Ltd. in the amount of a maximum of $238,000 plus HST.
- Tender 26-542 for Street Paving and Curb work was awarded to MacArthur’s Paving and Construction Co. Inc. in the amount of $694,220 + HST.
- Tender 26-432 for supply of an Ice Resurfacer (Zamboni) for 2027 delivery was awarded to Saunders Equipment Ltd. in the amount of $185,352.45 plus HST.
- Council passed a motion to approve the additional HAF Action Plan initiatives to receive additional funding from CMHC.
