Public Hearing – Proposed Local Improvements 2026  

A Public Hearing was scheduled to take place for the proposed local improvements on Hiltz Avenue and Vernon Avenue. As an objection was received strictly for Vernon Avenue, the Public Hearing was to consider that project only.  

  • One written submission was reviewed, and Council received clarification on how corner lots are charged on the diagonal, and the payment plan options for affected properties.

ADOPTION OF THE MINUTES 

  • Regular Council Meeting – February 9, 2026
  • Committee of the Whole Meeting – February 24, 2026 
    A correction was made as Deputy Mayor Thorne noted it was not himself but Councillor Coughlan who proposed the Traffic Committee consider imposing the left-turn restriction on Court Street during school operating hours only. 

RECOMMENDATIONS FROM COMMITTEE OF THE WHOLE 

  • It was clarified to Council that a decision must be made on all grant applications for the public record, as the procedural by-law does not allow abstentions, and the grant policy stipulates that all funding applications be considered at the next scheduled Council meeting. Council then entertained a motion to approve a grant in the amount of $1,800 to the Moncton Mets Baseball Club.
  • Council approved the following grants:
    • Atlantic Nationals Automotive Extravaganza Ltd. in the amount of $4,500,
    • River of Pride Festival in the amount of $1,500,
    • Sleep in Heavenly Peace (SHP Moncton Chapter) in the amount of $1,500. 
      Councillor Coughlan declared a conflict on this item.
  • Council approved the street locations as proposed on the Tentative Amending West Riverview Subdivision Plan, subject to the conditions that all streets and services are to be constructed to the Town of Riverview specification; and the developer shall enter into a Subdivision Agreement with the Town of Riverview for the construction of the streets and services.
  • Council approved the location of the Lands for Public Purposes as proposed on the Tentative Amending West Riverview Subdivision Plan prepared by JRD Engineering dated January 30, 2026 as the proposed lands provide a pedestrian connection to the future West Riverview Boulevard; and further that Town Council accept $29,230.68 as cash-in-lieu of the remaining lands for public purposes (6.456m2). 

BY-LAWS 

  • Council passed the second reading, as amended, by section only, and third reading, as amended, by title only to By-Law 100-15-11, a By-Law relating to the payment of annual salaries to the Mayor and Councillors of the Town of Riverview.
  • Council passed the first reading, by title only, of By-Law 300-25-39, A By-Law relating to the local improvements of Vernon Avenue.
  • Council passed the first reading, by title only, to By-Law 300-25-40, A By-Law relating to the local improvements of Hiltz Avenue.  

NEW BUSINESS 

  • Council moved to authorize the approval of the new Commercial Development Grant application submitted by Dr. Rebecca Laffoley.
  • Council awarded Tender 26-001, Asphalt Concrete General Patching - Various Streets to MacDonald Paving and Construction, a division of Miller Paving Limited, in the amount of $465,500 plus HST.
  • Council awarded Tender 26-002, Asphalt Concrete  Patching -  Utility Cuts - Various Streets to Birch Hill Construction Ltd. in the amount of $258,120 plus HST.
  • Mayor LeBlanc reappointed Shawn Dempsey and Rob Bateman to the Planning Advisory Committee for a four-year and three-year term, respectively.
