Art Procurement Program
Prior to the Committee of the Whole Meeting, Mayor LeBlanc presented Certificates of Recognition to the artists whose work was purchased through the Art Procurement Program from the Summer Art Exhibit at the Riverview Public Library. Artwork can be viewed at the bottom of this page or on our Art Gallery page. Congratulations to the artists:
- Lynn Allan, for her Viewer’s Choice winning acrylic on canvas, “Les Printemps”
- Hailey Hamilton, for her mixed media on canvas, “Dauntless”
- Saundra Morin, for her hand embroidery on cotton, “Lines of Elevation: Mount Carleton, NB”
- Marla Rudner, for her watercolour on paper, “Lighthouse”
- Ella McAdam, for her acrylic on canvas, “Resilience in Red”
- Shannon Williams, for her photograph, “Sea Ghost”
Committee of the Whole Meeting
Correspondence
- Proposed letter of support for the JDI Shared Landscape Initiative. The Committee recommended by a vote of 6-1 that Council give further consideration to signing a letter of support for the initiative. Council also requested that staff consult with the City of Moncton on their take on the initiative and how it protects the Turtle Creek Reservoir. The motion to recommend will be brought forward at the next Regular Council Meeting for ratification.
Petitions, Presentations, & Delegations
- Presentation from David Campbell, from Jupia Consultants, on the Visions 2035 Study. This study looks to support Riverview’s ongoing planning efforts, giving an outline of the municipality’s current population and economy, with three population growth scenarios and insights on how to take advantage of opportunities to ensure a prosperous future.
- Presentation from Mia Laforge Vautour, a Planning Engineer, on the results of a Traffic Calming Study that was done for Pinewood Road (Gunningsville Blvd to Pine Glen Rd). The suggestions brought forward include two implementation phases, and the Committee recommended that Council adopt the findings of the study and proceed with the next steps. Council will consider ratifying the motion to recommend at the upcoming Regular Council Meeting to be held on December 8. The next steps would include targeted public engagement on the proposed phase one recommendations. The public engagement will occur in 2026, and the findings will be brought to Council prior to the 2027 budget deliberations.
External Reports
- Building and Planning – the Building Permit Report and Development & Activity Report for the month of October 2025 were shared.
- The Codiac RCMP shared their snapshot for the month of October. Residents were advised to be cautious of an increase of “Grandparent Scams” in the region. This is when a caller claims to be calling on behalf of a family member for money. A reminder that if residents receive a call of this nature, do not give out any personal, confidential, or financial information, hang up immediately regardless of the number they are calling from, and report the call to the Canadian Anti-Fraud Centre 1-888-495-8501.
Departmental Reports
- All Departments shared their reports for the month of October 2025. As part of the Report from the Finance Department, it was shared that there was an 8% increase in residents signing up for e-billing this quarter, emphasizing that residents see the value of reducing paper waste and are responding to efficient billing reminders.
- The Department of Parks, Recreation & Community Relations shared that the Light Up Riverview kickoff was a very well attended event. The lights will be on until January 4, and all are encouraged to enjoy them for the season. A cost assessment was previously conducted to extend the lights beyond the six weeks, and it was determined that it would not be fiscally possible.
Other Business
- Council received an updated Grant Report and discussed recent community requests. There is $1,175 remaining for grant applications.
Special Council Meeting
Immediately following the Committee of the Whole Meeting, a Special Council Meeting was held.
- Council authorized the order/purchase of two buses for public transportation services utilizing the existing standing offer with the City of Moncton and that the Town cover 100% of the cost, being $1,814,200 plus HST.
- Council also unanimously voted to ratify the four-year term tentative agreement with CUPE Local 2162 that will expire on June 30, 2029, including the proposed wage settlement for CUPE members of 15.75% over the four-year contract.
