Council Highlights – September 22, 2025

Council Highlights provide a snapshot of public meetings. For the official record, please refer to the adopted minutes, which are posted once approved at next month’s Regular Council Meeting. Consult this meeting's agenda to view presentations and files mentioned in the Council Highlights.     

Committee of the Whole Meeting

Prior to the Committee of the Whole Meeting, Mayor LeBlanc presented the original sign from the recently torn-down Bridgedale Community Centre to the family of the late Tressa Lewis. This is to honour the impact Tressa had on the Town in her time as a Deputy Mayor, Councillor, and manager of that facility.  

CORRESPONDENCE

  • Plan360 provided public feedback from the Municipal Plan Public Presentation from the comment period window September 3 through September 10. Residents still have the opportunity to comment leading up to the Public Hearing on October 14.
  • The Government of New Brunswick informed the Town there is a newly established Ministerial Task Force on Homelessness

PETITIONS, PRESENTATIONS, & DELEGATIONS

  • Presentation by Beverly Somers, Chairperson with the Council Compensation Committee.
    • Council recommended to adopt the Council Compensation Committee’s recommendations as presented. Council’s recommendation will be ratified at the Regular Council Meeting, at which time staff will receive direction to proceed with budget planning and a by-law amendment, as Council Compensation is covered under By-Law 100-15-10. Changes to compensation takes effect once the next Council is sworn in.
  • External Budget Deliberations were presented from organizations who receive relationship grants from the Town.
    • Capitol Theatre – Kim Rayworth, Managing Director, requesting $82,656 for 2026.
    • Riverview BGC – Lynda Carey, Executive Director, requesting their traditional funding of covering their rent of the Coverdale Centre for the year and an additional $20,000.
    • You Turns – Jessica Woloschuk, YOU Turns Strategic Coordinator for Riverview Middle School, requesting $25,000.
  • Virtual Presentation by Maddy Ewing, Senior Consultant of Dunsky Energy + Climate Partners regarding the cost-benefit analysis of incorporating an electric vehicle fleet in the Town of Riverview. 

EXTERNAL REPORTS

  • Building & Planning – the Building Permit Report and the Development & Activity Report for the months of June, July, and August were shared.
  • The Codiac RCMP shared the Snapshot Reports for the months of June, July, and August.
    • The update included an overview of community police presence this summer, work with the Crime Prevention Unit, Patrol Teams, Tactical Traffic Enforcement Unit, and significant incidents that took place in Riverview. Information around the SWATTING event—a false and urgent report of a serious crime—at Riverview High was shared. 

DEPARTMENTAL REPORTS    

  • All Departments shared their monthly reports for the months of June, July, and August.
  • From the Department of Public Works & Engineering update, it was clarified for Council that new traffic measures are researched prior to implementation as well as afterwards, to ensure that the most appropriate measure is undertaken and functioning accordingly. The Department will be looking into the length of time the crossing light remains red at the new half-signal at Golf Club Road.
  • Council made a recommendation to approve the proposed decorative crosswalk policy. The policy was developed by the Traffic Committee as requested by Council.
  • From the Legislative Services report it was highlighted that a full review of the Procedural By-Law was completed and will be brought forward to Council at the Committee of the Whole in October.
    • Riverview will be establishing a licensing By-Law for shared micromobility business (e-scooters) in Greater Moncton in conjunction with the City of Moncton and Ville de Dieppe, which will help regulate electric scooter companies, ensuring safety throughout the communities. The complete package will be presented to Council when the By-Law is completed.
    • Additionally, events are coming up regarding the upcoming 2026 Election. “Women in Politics: Seeking Her Council” is taking place October 15 to encourage women to run in the 2026 election, as well as an event for all residents interested in running for election on October 29. 

OTHER BUSINESS

  • The Grant Report for September 2025 included the following recommendations from Council:
    • Council made a motion to postpone the decision to award 650 Vanier Air Cadets a grant in the amount of $500 to the Regular Council Meeting pending receiving more information from the organization.
    • GM Chamber of Commerce – Excellence Awards in the amount of $1,000.
  • Councillor John Coughlan was appointed to the Codiac Regional Policing Authority Board for a one-year term, and Matt Carter for a three-year term when his term expires–these appointments were made official as of September 11, 2025. 

COUNCIL STATEMENTS & INQUIRIES

  • All are welcome to attend the flag raising at Town Hall, taking place on October 1 at 1 p.m. to mark International Older Person’s Day.

Immediately following the Committee of the Whole Meeting was a Special Council Meeting

  • Council approved the borrowing of 2.5 million for capital projects. Originally, the number was going to be $13.1 million but with a revised project spending plan for the Riverview Recreation Complex construction, and having received grants, the Town only needs to borrow $2.5 million. The contractor has adjusted pacing in the next portion of 2025 and throughout 2026, and no changes to project completion noted at this time.

Council meets next on Tuesday, October 14, 2025 for a Public Hearing scheduled for 6:30 p.m. followed immediately by the Regular Council Meeting.
