BUSINESS ARISING FROM THE MINUTES
- A Grant for Curl Moncton was awarded in the amount of $550. The motion had been postponed from the Regular Council Meeting on August 11, 2025, in order to receive more information.
PETITIONS, PRESENTATIONS & DELEGATION
- Presentation from Sarah Murphy on behalf of the Library Board to review their budget request of $13,500.
- Presentation from Julie Hopkins, Executive Director of the Riverview Arts Centre, to highlight their work and a budget request of $90,000.
- Presentation from Sherry Trenholm and Darlene Doiron of the Community Peace Garden Development Committee, on the development of the Community Peace Garden in Mapleton Park in Moncton.
- Presentation from Sam Gerrand, Planner with Plan360, on the public comments received to date on the Proposed Municipal Plan and subsequent amendments.
- A modification was made to the planning map that provides clarity and ensures the plan aligns with an existing by-law that requires a 30-meter development buffer around Mill Creek Nature Park. While this land is protected under a current by-law, this change will ensure the proposed map aligns with the 30-meter buffer.
- The next amendment relates to a large section of land in West Riverview that is currently zoned as Residential Mix (RM). The new plan proposes to rezone that to "Future Development (FD)" as RM no longer exists in the new plan. Both RM and FD require a secondary plan to be done. Based on feedback from the developer, the change was made to rezone this land to Residential-Low Rise, which more closely aligns to the old RM zone. It will still require a secondary plan to be completed.
- There are also two parcels of land behind Berwick and Grays Brook that are being proposed to be rezoned to Residential Low-Rise and will not require a secondary plan as one already exists.
- There was also feedback related to land outside the growth boundary looking for higher land use, but it was determined this should happen outside of the municipal plan process.
- Council passed a motion to allow these changes to be made so that the plan that is brought forward at the Public Hearing on October 14 will reflect what was presented.
NEW BUSINESS
- Mayor LeBlanc made the following committee appointments:
- John Nason was appointed to the Planning Advisory Committee
- Eric Lawson, Shelly Toudjian, and Julian Watson were appointed to the Library Board
- Mayor LeBlanc appointed members to the Riverview Health Care Advocacy Committee:

- Mayor LeBlanc will serve as the Council Liaison, and CAO, Colin Smith and Economic Development Manager, Shanel Akerley will represent Town staff.
- Director of Finance Shannon Parlee provided a Mid-Year Financial update.
- Council passed a motion to approve the 2026 Budget Parameters. These parameters help guide budget deliberations for 2026.
- Council passed a motion to approve the list of projects for the Provincial-Municipal Highway Partnership Program funding. This is an annual requirement for the program in order to access provincial funding to help cover capital costs.
- Council awarded Riverfront Boardwalk and Trail Renovations Tender #25-40 to Signature Landscaping Ltd. in the amount of $537,752.14 plus HST. The work to the boardwalk along the Riverfront Trail is scheduled to begin this year.
- Council passed a motion to direct staff to continue snow removal and deicing services for the six church parking lots referred to in the report, and to provide formal notice to church administrators that this service will be discontinued after the 2025-26 winter season to allow them sufficient time to secure alternate snow clearing arrangements with local private contractors for the 2026-27 winter season and beyond. This decision helps ensure a fair use of Town resources while also managing the costs and liability that come with completing work on private property.
Council Statements & Inquiries
- Chief True shared that the NB Burn Ban was lifted to a Restricted Burn permitted from 8 p.m. to 8 a.m. daily. A reminder to residents to check burning conditions daily on the NB Fire Watch webpage.
- It was clarified that the Four Units as of Right within the proposed Municipal Plan would have water meters included in the approval process, with additional units being metered. The language of the by-law will be revisited to ensure understanding of this stipulation.
- Mayor LeBlanc extended appreciation to Town Staff for a busy summer of events, and to Riverview Fire and Rescue for their diligence during this year’s wildfire season.
