Laying The Foundation For Growth: Riverview’s Construction Surges In Second Quarter Of 2025

The Town of Riverview is starting the year off strong, with building permit value having doubled compared to the first two quarters of 2024. 

Year to date, the Town has allocated 110 building permits totaling over $61 million in construction value, which has led to the creation of 273 net new housing units. This marks a 77% increase in the number of homes created compared to the same time last year. The primary driver of building activity in the first two quarters of 2025 was residential development, with permits issued for 60 new housing projects since the start of the year. 

“The Town of Riverview is seeing a boom in building activity with varied housing typologies being built, with multi residential taking the lead (204 units) followed by semi-detached dwellings (44 units), single unit dwellings (17 units), town and row houses (8 units) and lastly mobile homes (1 unit), totaling 273 net new units created.”, says Jenna Stewart, Planner at Plan360. 

As Riverview’s resident profile continues to evolve, so does the demand for a wider range of housing options. A low vacancy rate of 1% as of October 2024, up from 0.7% for the same timeframe in 2023, combined with the availability of stackable governmental housing incentive programs has helped emphasize the need for more diverse housing stock to our local development community, that rose to the occasion of building more homes to accommodate new and existing residents.  

“This strong start to the year – with construction activity already double what it was at this time last year, along with progress on vacant land development initiatives – demonstrates the growing momentum in Riverview,” said Mayor Andrew LeBlanc. “We know Riverview as a great place to live, raise families, and open businesses, and we want to see that momentum continue to increase the tax base that supports the municipal services and amenities residents value and need. Every permit represents more than just bricks and mortar — it’s about building a better future.” 

In line with the Town’s ongoing efforts to support housing affordability, the Housing Accelerator Fund Affordable and 3-Bedroom Unit Development Grant remains a key tool in encouraging the inclusion of affordable units in proposed housing developments across Riverview. 

Another important developmental focus for the Town is achieving soft density in residential neighbourhoods. The Housing Accelerator Fund Garden and In-Law Suite Development Grant incentivizes the creation of accessory dwelling units in existing homes to contribute to the diverse housing options in Riverview, all while keeping family close and systemically fostering the concept of aging in place.
