Council Highlights – December 8, 2025

Regular Council Meeting 

ADOPTION OF THE MINUTES

RECOMMENDATIONS FROM COMMITTEE OF THE WHOLE 

  • Council unanimously moved to postpone the motion on signing the JDI Shared Landscape Initiative to the Regular Council Meeting on February 9, 2026, to allow time to hear a presentation by the Department of Natural Resources on crown lands conservation targets.
  • Council approved the recommendation to adopt the findings of the Traffic Calming study on Pinewood Road, and proceed with the next step, which includes conducting targeted public engagement.  

BY-LAWS 

  • Council passed (6-1) the second reading, by section only, and third reading, by title only, of By-Law 100-10-7, A By-Law Related to the Proceedings of the Council of the Town of Riverview.   

NEW BUSINESS 

  • Council unanimously moved to authorize the transfer of $4,000,000 from the General Capital Reserve Fund to the General Operating Fund, and $325,000 from the Utility Operating Fund to the Utility Capital Reserve Fund. Reserve transfers occur annually and must be approved by Council before December 31, as required by legislation. Each December, Council passes resolutions to move funds to and from Reserve Accounts. These routine transfers support fiscal responsibility and asset management, ensuring funds are available for approved projects while maintaining financial stability.
  • Council moved unanimously to adopt the Town of Riverview 2026-2029 Capital Renewal Plan for the Capital Renewal Funding allocation. The province allocates funds to municipalities to support aging infrastructure, and this estimate secures the funding for the Town.
  • Mayor LeBlanc reappointed Jean-Benoit Vanier for a two-year term on the Capitol Theatre board.
  • Council moved unanimously to appoint Samuel LeBlanc with Maritime Enforcement Services (MES) as a By-Law Officer with the Town of Riverview. This will allow the Town to have proper coverage of officers with MES when overnight winter parking restrictions are in place.  

COUNCIL STATEMENTS & INQUIRIES 

  • Council inquired with the Parks & Recreation Department about the possibility of the Riverfront lights being on a timer. Parks & Recreation will be looking further into this to assess feasibility.    

NEXT MEETING 

The annual budget anticipates reserve transfers for capital projects, but adjustments may be necessary. In 2025, the scale of projects, particularly the Riverview Recreation Complex, is unprecedented, and construction timelines may shift due to factors beyond the Town’s control. Such changes could affect year-end projections and require a second transfer to or from capital reserves. If that occurs, Council will convene a Special Meeting on December 22, 2025, at 12 p.m. to authorize the transfer.
