Regular Council Meeting  

ADOPTION OF THE AGENDA

  • The agenda was adopted as amended. Item 6(a), “Motion postponed from the December 8, 2025 Regular Council Meeting regarding JDI Shared Landscape Initiatives,” was removed as the JDI initiative is no longer being advanced. As a result, item 8(b), the presentation from Jennifer Dingman of the Fundy Biosphere—originally related to the JDI Shared Landscape Initiative—was also removed. The Fundy Biosphere has been invited to return in March to present to Council on their ongoing work and how Riverview may continue to collaborate with them.

BUSINESS ARISING FROM THE MINUTES 

  • Council passed a motion to award a grant in the amount of $2,500 to Youth Impact. 

CORRESPONDENCE 

  • A letter from a concerned resident about the Potential Land Swap was received as information. 

PETITIONS, PRESENTATIONS, & DELEGATIONS 

  • Presentation by Alyssa Long, Executive Director with the NB Medical Education Foundation. An update was shared on the success of the program thus far and aspirations for the future. The Town currently provides two scholarships to help attract physicians to Riverview. They are return-to-service scholarships meaning the students commit to working in Riverview upon graduation.  

RECOMMENDATIONS FROM COMMITTEE OF THE WHOLE 

  • Council approved the recommendation to award a 2026 Annual Grant to The Atlantic Wellness Centre in the amount of $10,000. (Mayor Andrew LeBlanc declared a conflict on this item and did not participate in the discussion and/or vote).
  • Council approved the recommendation to award a 2026 Annual Grant to the Riverview Lions Club in the amount of $3,000. (Councillor Cassista declared a conflict on this item and did not participate in the discussion and/or vote).
  • Council approved the recommendations to award the 2026 Annual Grants as follows:
    • 2922 RCSCC Coverdale Sea Cadets in the amount of $3,000
    • Atlantic Ballet Theatre of Canada in the amount of $5,000
    • Albert County Action Committee in the amount of $6,450
    • Anglophone East Imagination Library in the amount of $5,000
    • Autism Resource Centre in the amount of $1,000
    • Big Brothers Big Sisters in the amount of $4,000
    • CARMA in the amount of $1,000
    • Greater Moncton Chorale in the amount of $1,000
    • Greater Moncton Santa Claus Parade in the amount of $2,000
    • Greater Moncton Scottish Association in the amount of $2,000
    • Hospice Southeast NB in the amount of $7,500
    • HubCap Comedy Festival in the amount of $2,500
    • NB Cares (Moncton Cares) in the amount of $3,000
    • NB Refugee Clinic in the amount of $4,000
    • Riverview Disc Golf in the amount of $2,500
    • Riverview Veterans & Armed Forces in the amount of $3,818
    • Shelter Movers Greater Moncton in the amount of $2,500
  • Council passed a motion to award the following sponsorships:
    • The Frye Festival in the amount of $2,500,
    • The Codiac Cyclones Speed Skating Club in the amount of $1,000. 

BY-LAWS 

  • First reading, by title only, was given to By-Law 100-15-11, a By-Law Relating to the Payment of Annual Salaries to the Mayor and Councillors of the Town of Riverview. The Council Compensation Committee presented its recommendations to Council in September 2025 and Council unanimously voted to accept the recommendations as outlined in their presentation and report. The By-Law now reflects the recommendations, which will come into effect upon the swearing in of the new Council in June 2026. 

NEW BUSINESS 

  • Council passed a motion for a temporary turn around at the end of Hiltz Avenue. The Zoning By-Law prevents a private driveway to extend from a stub street; this allows a private driveway to extend off of it.
  • Council passed a motion 5-1 to assent to streets and land for public purposes related to the previously rezoned property on Buckingham Avenue.
  • Council passed a motion to award of project 26-134: alternative procurement for Town-wide security system upgrades.
  • Council passed a motion to sign a letter of support advocating for a Francophone school for Riverview.
  • Council passed a motion to sign the 911 PSAP Amending Agreement. The province had previously been signing the agreements directly with Codiac RCMP, and now municipalities are being asked to sign individually.  

COUNCIL STATEMENTS & INQUIRIES 

  • Mayor LeBlanc extended congratulations and thank you to the Parks & Recreation team and the community groups who made Winter Carnival an incredible festival.
  • An update was also shared that a meeting was held with the Minister of Justice & Public Safety on the concerns of Council and the RCMP with repeat offenders being released.  

NEXT MEETING  

Council meets next on Monday, February 23, 2026 for a Committee of the Whole Meeting. The Open House previously scheduled for February 11, 2026 regarding the 2026 Local Improvement Projects has been updated to an individual-meeting format due to low registration. Information about the projects are available on the Town’s website, and residents may send objections to clerk@townofriverview.ca until February 27, 2026.
