Committee of the Whole Meeting
PETITIONS, PRESENTATIONS, & DELEGATIONS
- Virtual presentation by Steffen Käubler and Arnav Garg from UPLAND Planning & Design with a Project Update and “What We Heard” Report on the Secondary Plan for the Bridgedale-Gunningsville-Robertson area. Feedback from residents so far included a desire for a complete community with safe and convenient connections, easy access to nature and everyday services, environmental protection and preservation, and housing options to accommodate a multigenerational and diverse Riverview.
- Virtual presentation from Chris Norfolk from the Department of Natural Resources on New Brunswick’s Shared Landscapes Initiative. While currently 10.5% of NB is protected, the province is seeking to increase the protected area to 15% by 2027 and develop a plan to reach 30%.
EXTERNAL REPORTS
- Building & Planning – the Building Permit Reports and the Development & Activity Reports for November and December 2025 were shared.
- The Codiac RCMP shared their snapshot for the months of November & December 2025.
DEPARTMENTAL REPORTS
- All departments shared their reports for November and December 2025.
- As part of the Administration Report, it was shared that the Town has met with the District scolaire francophone Sud to explore constructing a new K-8 school in Riverview. The Town is committed to collaborating closely with the school district to determine the most effective approach for advancing this project, and the topic will be presented to Council in the near future.
- Other highlights from the Parks & Recreation department include a 16% increase in swimmers taught in 2025 compared to 2024, and to note that 2026 marks the 25th anniversary of the PRO Kids program. To date, this program has helped make 9095 placements in sports and recreation opportunities for kids.
OTHER BUSINESS
- Council passed a motion to recommend that Atlantic Wellness be awarded a 2026 Annual Operational Grant in the amount of $10,000. (Mayor Andrew LeBlanc declared a conflict on this item and did not participate in the discussion and/or vote).
- Council passed a motion to recommend that the Riverview Lion’s Club be awarded a 2026 Annual Operational Grant in the amount of $3000. (Councillor Cecile Cassista declared a conflict on this item and did not participate in the discussion and/or vote).
- Council passed a motion to recommend that the following 2026 Annual Grants be awarded, which will become official once ratified at the Regular Council Meeting of February 9, 2026:
- 2922 RCSCC Coverdale Sea Cadets in the amount of $3,000
- Atlantic Ballet Theatre of Canada in the amount of $5,000
- Albert County Action Committee in the amount of $6,450
- Anglophone East Imagination Library in the amount of $5,000
- Autism Resource Centre in the amount of $1,000
- Big Brothers Big Sisters in the amount of $4,000
- CARMA in the amount of $1,000
- Greater Moncton Chorale in the amount of $1,000
- Greater Moncton Santa Claus Parade in the amount of $2,000
- Greater Moncton Scottish Association in the amount of $2,000
- Hospice Southeast NB in the amount of $7,500
- HubCap Comedy Festival in the amount of $2,500
- NB Cares (Moncton Cares) in the amount of $3,000
- NB Refugee Clinic in the amount of $4,000
- Riverview Disc Golf in the amount of $2,500
- Riverview Veterans & Armed Forces in the amount of $3,818
- Shelter Movers Greater Moncton in the amount of $2,500
- The Youth Impact Jeunesse grant decision was postponed until Council’s next meeting due to a clerical error.
- The January Grant Report included motions to recommend to award the following grants:
- Frye Festival 2026 in the amount of $1,500
- Codiac Cyclones Speed Skating Club – Atlantic Short Track Championship in the amount of $1,000.
- Council received a report outlining the process for the proposed 2026 Local Improvement Projects.
- Notices to residents of Hiltz Avenue and Vernon Avenue (Manning Road to Hiltz Avenue) will be sent out on January 27, 2026, with a Public Notice published on the Town Public Notices webpage.
- There is an Open House planned for February 11, 2026 at 6 p.m. at Town Hall Council Chambers, 30 Honour House Court. Residents are asked to register in advance to attend this session by sending an email to clerk@townofriverview.ca by February 9.
- A Public Hearing, if required, will be held on Monday, March 9, at 6:30 p.m. in Council Chambers, followed by the first reading being introduced at the Regular Council Meeting of March 10. Property owners who have objections to the Local Improvement project should submit written objections to the Town Clerk through email at clerk@townofriverview.ca, or regular mail at 30 Honour House Court, Riverview, NB E1B 3Y9 by March 9, 2026. If no objections are received on a proposed street, the Town is not required to hold a public hearing for that street.
COUNCIL STATEMENTS & INQUIRIES
- Mayor LeBlanc reminded residents that Winter Carnival kicks off this Friday night with the IGNITE Fireworks display at Winter Wonderland Park.
NEXT MEETING
Council meets next on Monday, February 9, 2026 for a Regular Council Meeting. There is an Open House planned for February 11, 2026 at 6:00 p.m. at Town Hall for the 2026 Local Improvement Projects. Residents are asked to register in advance to attend for this session by sending an email to clerk@townofriverview.ca by February 9.
